e Governance under Digital India Project
Information and Communication Technologies (ICT) are reshaping how governments work, interact, and serve citizens. By enabling faster, transparent, and more citizen-focused operations, ICT helps transform work culture, enhance service delivery, and strengthen trust between governments, businesses, and the public.
e-Governance is more than just technology adoption — it is about changing mindset and work culture to integrate government processes for better, faster, and more participatory governance. It encourages openness to feedback, shared responsibility among stakeholders, and a modernized approach to service delivery.
The Role of ICT in Government Transformation
Better Service Delivery
Faster and more reliable access to government services for
citizens.
Citizen Empowerment
Providing information access and opportunities for participation in decision-making.
Improved Interactions
Strengthening communication between government, businesses, and industry.
Efficient Management
Enabling transparent and efficient administration through integrated systems.
Through ICT, service centers can now be placed closer to citizens, ensuring relevance, efficiency, and higher satisfaction. Successful e-Governance requires a deep understanding of societal needs and a willingness within government institutions to adopt a culture of transparency, collaboration, and knowledge-sharing.
Defining e-Governance
e-Governance refers to the delivery of government services and information to the public through electronic means. Using Information Technology (IT) in government processes ensures:
Efficiency
Speedy and streamlined operations.
Transparency
Clear and accessible communication with citizens and stakeholders.
Accessibility
Services delivered anywhere, anytime, across multiple digital channels
Governance itself is the process by which society steers its own progress. Today, the interactions between the State, private enterprise, and civil society are increasingly shaped by ICT — forming the foundation of modern e-Governance.
Examples of e-Governance in Action
Civil Society, NGOs, and professional groups mobilizing public opinion and influencing policies through the internet.
Government and commercial services shifting to electronic delivery for greater convenience.
Draft legislation and policy statements being published online for public feedback.
Liberalized telecommunications and advancements in web-enabled mobile telephony and digital platforms accelerating access and reach.
e-Governance in Uttar Pradesh – Our Role
To advance e-Governance in Uttar Pradesh, the Center for e-Governance (CeG) was established to:
Provide core concepts, policies, and strategic planning for government initiatives.
Offer program management, coordination, monitoring, and evaluation support.
Pilot technology-driven projects to demonstrate scalable digital solutions.
Under the e-District Programme, we have been entrusted with executing projects in four districts — Banda, Chitrakoot, Mahoba, and Hamirpur — with the goal of delivering G2C (Government to Citizen) and B2C (Business to Citizen) services at the gram panchayat level.
